Odd UI bug, mouseover fails to register one line

I've been having a frequent UI bug which is very hard to describe. I play on PC, NA server. About half the time that I log in, when I mouse over a specific section of the UI, it doesn't register as being moused over. For example, in the crafting screen, I can select the item, style, and trait, but not the level. When I mouse over the +/- buttons or left/right arrows to select the material or number of ingots, the UI fails to register that the pointer is there. In the inventory screen, as I move mouse pointer down the list of items, it fails to register on the 5th item down, so I can't activate it, equip it, etc. unless I use the slider to scroll the inventory list up so that that item is no longer the 5th one. In the character selection screen, I can't select my 6th character down unless I use the slider to move that 6th character up in the menu. The only consistency is that it's always at the same location in my UI, about halfway down the right side of the screen. Relogging usually fixes it, but occasionally I have to exit the game and completely restart my system to fix it. I currently have ALL add-ons disabled. It only happens in the game; the pointer behaves normally in all other programs on my PC.

I have exactly the same problem when I am playing on my laptop! It is so annoying when trying to list things in guild store for example. Pc Eu.

This reminds me of another bug report another person had where the Xbox Controller App Bar was somehow triggered even though they don't use the controller while playing.
Perhaps you could check and see if that program is running in Task Manager when you have this happen again and "kill the program".

Edit:
It may also be called "Game Bar" or something like that, but it is supposed to come up when the Xbox controller center button is pressed and is related to that, even if it isn't visible.

I think you may have found the answer. I was experiencing the bug, so I opened the Task Manager and located a process called "Gamepad Presence Writer" (I think) and ended it, and the bug went away. I'll try it a few more times to verify, but it looks promising. Thanks for the assistance

It's just good I happened to be visiting the forums, which is rarely really, and have a nearly photographic memory and saw that fix for something else I can't remember completely just the main issue and the fix.

Turns out, closing the process isn’t what fixes the bug. Just switching out of ESO to the Task Manager fixes it. What a strange little bug.

That may be because that game bar app for Windows is only supposed to be up in games and will close in other programs that are not registered in games.
This is easy to see if you have any program open, that isn't a game, and turn on an Xbox gamepad and hit the Xbox button you will get a popup asking "is this a game? would you like to open the game bar?", another fun bug of Microsoft's heuristic learning attempts.

I wish I could dig up the post where another player solved their issue with this, but it was the same exact issue you had. They couldn't choose anything in that row of the crafting interface.
