Skills leveling and new respec

I'm at CP about 75. I was leveling the precursor skill to liquid lightning (don't recall the name). I got the popup in the middle of the screen that the skill could be morphed, but on the skills screen the morph button wasn't there (I had spare skill points). The blue line indicating level for the ability was only about 2/3 full, and the ability name text indicated it was only level II. The tooltip however said it was at level IV and had the green text at the bottom of the tooltip saying the "use one skill point to morph skill". Also, it stopped gaining experience completely! I did like two dolmens and it didn't move despite being on the bar that was active when I got the XP.
I was able to resolve it by clearing the skills for storm calling at the shrine and then reapplying them. I don't know if simply clearing the skill point for the ability would have done the same.
Just FYI for others that might experience this. No need to panic like I did. Thought I was surely bugged for good. Glad I didn't have to pay 20 grand in gold to fix this bug... Not sure I'll be able to say the same in a couple of weeks.
Edit: Storm calling was already at level 50. And I think I got so much XP when this happened that I went straight from level II on the ability all the way to the point it could be morphed. I'm still in that "enlightened" mode.

fgoron2000✭✭✭✭this bug was introduced with the update 19 and all the changes they made with skills and werewolves and respecs...there are numerous reports of this bug on the forums.
In addition, the progress bars are missing from the tooltips for the actives that are slotted on the hotbar. This has also been reported several times, and to AFAIK, ZOS has yet to even acknowledge, let alone fix it...
