No. At the time of introduction, Zeni stated the levelling rewards would not be retroactive. I suppose that doing so would give players with several characters a valuable windfall of gold and materials without having to play the game to get them. Everyone stared the levelling reward system on a um... level playing field.

They still could have made the rewards retroactive for what is NEEDED for an achievement, and the storage crate. Both of which have no other way to be obtained in game. Meaning you HAVE to purchase an extra character slot if you want the prisoners style items for the achievement and if you want to own every storage container.
This wasn't intended for veteran players who didn't need the rewards, it was intended for new players as an introduction to the different facets of the game. However, anyone who wants to get something like the free storage chest is perfectly welcome to roll a new character as the rewards are related to new characters, not simply new players.
