It's a serious question. I have a suspicion that something is going wrong in the queuing system.It doesn't make sense that you have to try 5+ times to get a game going. There's just no way this many people are queuing and then declining.
No. The queue system is broken, but the “declined” is the only error message programmed, so that’s what we see. That’s not actually what triggers the error.

At first I thought that at times the ready to join message couldn't get through and expired (like, you're stuck on loading screen between two zones), but it happens a bit too often for that to be the case.

Its something wrong with the queuing system.
The same can be seen for dungeons, you can get refuse messages even with an full 4 man crew in dungeons.
I think so too. It seemed like someone trying to be funny first, but after the third decline they have to be further back in the queue, so it had to be something else.

It's just bugged, I was getting the same message when trying to queue a premade dungeon group (no one actually declined the invite, if it would be the case, the group would have been booted from the queue).

The error message could just as easily and more honestly be
"This hamster needs a break, leave me alone!"
as it is not just battlegrounds, but battlegrounds and dungeon group making, the manual grouping "Failed, that person is buzy" & the logon message "You have been placed in a queue" are probably symptoms of the same issue!
