ZOS QUESTION: Selling Crowns

I am constantly seeing:
Anyone selling Crowns
6000 Crowns for sale 200GP each

@ZOS_GinaBruno Can you please clarify is this against the Terms of Service or Not.
I see people taking advantage of this, and I do not for fear of breaking the ToS.
Also, I feel like this makes the game Pay to Win. People are buying Gold with Money (Crown Gifts) and using that gold to buy Weapons and Mats the rest of us are working for.
If people are buying vDSA / vMoL etc runs why not just sell the skins and weapons outright and make the game pay2win, and we can all head off to an MMO which isn't.

And yes, it's pay to win, people buy carries in vet trials to get loot, so perfected weapons, or vdsa but don't worry in these forums it seems perfectly fine to sell and buy carries, no shame at all.
So, the more money you have, the more gold you can buy, the more carries! Fantastic, isn't it?
