DARK FLARE major defile bug

As below, I put 75 points in Befoul CP, but the Major Defile in Dark Flare is still on 30% - should be ~45%.

    Incapacitating Strike has the same problem. Befoul has no impact on the tooltip value of Major Defile. Question is: Is it only a faulty value in the tool tip, or does it effect the actual outcome of these skills?

    It would be nice to see a comment from ZOS, I've no idea how to check if this is a skill tool tip error or it is a real bug.

    I've heard someone say befoul was bugged in the latest PTS but was never addressed. Really makes it difficult when dealing with healing spams from tank templars. If you cant rely on brute strength or DOT pressure, zerging is the only option, no fun. Surprised not many are talking of this.

    As has been said, Tooltip error or actually happening? Have you tested it against another player to see if it is really not working with befoul?

    Befoul is probably the CP star in most need of clarification, if not redesign. Test results would be a good step towards narrowing down the questions, even if it is ZOS who will still need to answer and address them.

    The first issue is that the wording of Befoul does not accord with the way it is implemented, which means it's impossible to say whether Befoul is working as intended. Befoul "increases the effectiveness of healing reduction abilities" by a certain percentage. Major Defile is a debuff; it is not an ability, even if it can be applied by one. As worded, therefore, Befoul should have no impact on either the tooltip value or the actual value of Major Defile.

    But if Befoul is indeed not meant to affect Major Defile (explaining the lack of tooltip change), then why would it do so in practice? (Unless it is impacting something other than Major Defile, and testers are mistakenly attributing it to the debuff.) And what on earth would Befoul be meant to affect if not Defile? Just Siphoner? Is it seriously meant to be a CP star that affects literally only a single other CP star?

    If Befoul is meant to affect Major Defile, then why would the wording of Befoul not say "healing reduction effects," vel sim. (as in the description of Bastion)? Do they mean to say that it affects Major Defile only when applied by an ability (as opposed to a set or a poison)? If so, why so specific a requirement? And why wouldn't they just say "increases the effectiveness of healing reduction applied by abilities"? And of course why would the tooltip not change on those abilities accordingly?

    So there are a lot of questions here that need answering. It's more than just a potential tooltip error. I would be very interested to see test results.

    Two years later and this is still not clarified? Seriousely ZOS?
