Thrall Cove world boss in Hew's Bane not spawning?

Hi. I have tried to knock that boss off my list for 3 days now but it seems that the Keel Cutter Sea Lord and adds that would make him appear despawn almost instantly either engaged or not. I have been in groups and 2 seconds after we started the fight they just despawned. I have checked the area alone, standing hidden on a rock nearby, I have seen them spawn and then despawn almost instantly. Am I missing something or is that world boss glitched?

From what I read these mobs trigger the boss fight but they despawn whether you engage or not.4 -

thyeve fixed it in the latest round on the PTS according to the notes. so its coming soon.1 -

This has to be a joke, we're not talking about some world boss in the base game, we are talking about a DLC, paid content. Paid content. And after 2 months it is still not fixed?3
