PS4/NA - I've tried everything I can think of with no solutions.
As soon as the Tsaesci motif book hit the crown store a month or two ago I picked it up as I thought it was a solid deal, I went ahead and put a Tsaesci outfit together at my in-home outfit station and called it a day with outfitting. After some time I eventually wanted another visual change. Unfortunately it seems I cannot be rid of the style between load screens. I've tried on multiple occasions to just sport my equipped gear as my outfit of choice. I visit any outfitting station and interact with the prompt, select 'No Outfit' box, exit the screen and all is fine...until I either fast travel, queue travel, or exit my home. No matter where I go I am magically wearing my outfit again...when I go straight back into a station it's even listed as 'No Outfit'...like it knows I don't have it on, but can't properly execute the task.
I've been stuck with either Costume's or my Tsaesci outfit. Outfits seem to trump the issue and that's great. But I don't always want to wear a costume either. Sometimes I just want to run around wearing my dungeon gear and paint it to my liking...I currently cannot do this. Well, unless I mean to stay inside my home only while wearing it. Because as soon as I leave, it's coming back.
I'm currently wondering if I'll ever find interest in using Tsaesci from this point forward if I can get this situated. I'm glad I can use costumes to help, but how can I get the issue resolved so I'm not stuck with only using costumes?
Any help is greatly appreciated. I want to run around in this Nirn/Selene getup...please help.

Hit C, to pull your attribute screen up. Top right corner it should show if you're wearing Outfit 1 or not. Change it to none, then try an outfitter's station, to see if it's gone, there as well. I sent in a ticket on this, weeks ago, but never got a reply. Had screenshots with it, too. I'm not exactly sure what fixed it, but I don't have this problem, for now. Time will tell, if it shows up again. Good luck.

This is a known bug that people have been reporting for over two months now, sadly. Here is another post in the bug report forum regarding it: https://forums.elderscrollsonline.com/en/discussion/420558/outfit-bug/p1
Although it was NOT included in the patch notes for the recent update (coming to console later this week), people in that thread are reporting that the new patch has apparently fixed this bug. So, hopefully for those of us on console it will be fixed this week.PS4 NA
