Mouse input lag (acceleration lag?)

Hi all! I have a problem on my new PC. The fact that there were constant lags with mouse input. What would be easier for you to understand - the feeling that sensitivity constantly changing. Even just by rotating the camera around the character. The camera rotates normally, then slower, then accelerates to terrible speeds. And there is no regularity, how the "sensitivity" will change. Any advice?

PC Specs:
MB: ROG Maximus X Forumla
CPU: Intel i7-8700K
RAM: DDR4 Kingston HyperX 32Gb 3600
GPU: ASUS ROG Strix 1080 Ti 11Gb x2 SLI

    The mouse lag and sensitivity issues you are experiencing could be the result of your current mouse settings. Disabling pointer precision may help improve the situation. You can do so by following the steps below.
    1. Go to Control Panel.
    2. Check under Hardware and Sound.
    3. Select Mouse.
    4. Go to the Pointer Options tab.
    5. Uncheck the box labeled "Enhance pointer precision."

    Happens with game pad controller, too. I've adjusted sensitivity - I'm wondering if it's simply game lag. You move your character and it does it slowly, then when lag goes away it shoots you in the direction you were pointing. Be interested to know if suggested fixed work for, Antrix, originator of post.
