Stuck on Requesting character load

Hi, hope someone can help me figure this one out. Yesterday I was playing ESO just fine on my PC. My connection had been a bit laggy so a tech from my ISP came out and he said yes you're connection is *** so he installed a brand new cable modem and he said he replaced a bad filter outside the building and then measured the connection as much better. After he left I loaded ESO and I get stuck on Requesting character load. In fact, every game I tried I can't play. WoW immediately disconnects after entering world, D3 drops connecting immediately after entering a game, and Fortnite bounces back to loading screen after you enter the game. I disabled the firewall, antivirus and malware software with the same result. I am unable to access anything in the cable modem as it is locked down and only accessible from the ISP and they say everything is fine on their end. I can browse the web, I can watch netflix, just not play a single online game.

Any thoughts?

If you are getting stuck at requesting character load, please try the troubleshooting steps listed below.

Remove any mods or add-ons

To completely remove add-ons, you should perform the following steps:

PC:

1. Go to the "Elder Scrolls Online" folder in My Documents.
2. Open the "live" folder (NA megaserver) or "liveeu" (EU megaserver).
3. Remove all files from the "AddOns" folder.
4. Remove all files from the "SavedVariables" folder.
5. Remove AddOnSettings.txt from the "live" folder.

Repair through launcher

To run a repair through the launcher:

1. Start The Elder Scrolls Online launcher.
2. Click on Game Option on top of the News section, and click on the option for Repair.
3. Allow the launcher to examine all the files for the game. This will take some time.
4. If any files are found to have problems, the launcher will re-download those files.

Run launcher and game as an administrator

1. Right-click on the game Launcher and select Properties.
2. Navigate to the Compatibility tab.
3. Check the box that says Run as Administrator.
4. Click Apply and then OK.
5. Repeat these steps for ESO.exe, located in C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online\Game\Client (by default).

I did all these things already. It made zero difference.

I was able to login to the game by using Tunnelbear VPN. Does this mean the problem is with my ISP's routing and filtering?

We are having the same issue here. I have yet to try any other online game besides Minecraft and it works fine online. My wife and I have both had to use a VPN to get connected to ESO.

Same thing is happening to me. Using VPN currently to connect. Frustrating.

[SOLVED]

The problem came down to my cable modem. As my ISP does not allow access to its configuration and a service tech came out and replaced it with a new of the same model the problem remained. After about a week of slogging through the game on a laggy VPN connection I went out and bought a refurbished ARRIS SURFboard SBG6700-AC. This completely solved any game connection issues I've had.
