[UPDATE: Solved] Did Imperial City mobs get buffed?

Frags that used to crit for 26K on Imperial City mobs only crit for 22K now. Nothing about my build has changed, AFAIK. Did IC mobs get a resistance buff?
I didn't see anything about this in the Imperial City section of the patch notes.
UPDATE: I found the problem. Somehow an extra piece of heavy armor made it onto my waist, causing me to lose the light armor 5 piece penetration bonus. Sorry for false alarm!
