Passives like the dunmer's but with shock instead of fire would make sense and be pretty balanced imo.

Unfortunately those are out of the question, since they have gone extinct for all practical purposes ages ago - long before the war of red mountain, the disappearance of the dwemer and the transformation of chimer into dunmer....i'd rather Snow Elves personally.

I think you don't, only ESO has Maormer, they are mentioned only in the Elder Scrolls series. Ofc nothing except Sony to stop you modding them into those games.
ESO has already jumped the lore shark with vampires running around embarrassing themselves as if they were always everyone's best friend without an evil Mer race that in the latest DLC caused all kinds of spoilerish murder on Summerset cos green Romeo had a tryst with blue Juliet. It seems the desire not to even tolerate the existence of each other goes both ways. If we then allow Maormer to be running around we might as well allow anyone on undead mounts with mushroom crabs following them wearing pink shorts and a sorting hat....oh wait....

Look, who has found the three sea elves in Summerset somewhere up in the mountains debating how to get back to where they are supposed to be (one of the invasion fleets). Absolutely hilarious and heartbreaking.They discuss fancy dress (sarcastically ignoring their other differences), getting to the sea and killing one of them (the fancy dress guy) to use his rotting and bloated corpse as a floating raft and so on. If Altmer barely tolerate other Mer, they are positively homicidal to Popeyeandoneans. These three castaways are certain that their lives are measured in hours and minutes now.
Skyrim around the windhelm docks iirc is a moamer. They just sea elves the viper faction is just a faction of maormer. Like the thalmor are just a faction of altmer.

Passives like dunmer but with shock would be perfect. Small problem only is that so far they were presented as antagonist in multiple zones and replaying those zones as Maormer could feel a bit odd. ZOS would make lot of money for selling new meta race for sorcs which are half the game population already

I'm not sure how realistic it would be in the timeline, but maybe some of the Maormer defected and made it to the main cities and can teach some of their skills to others.
You get the Maormer 'illusion' visual appearance and a new mini skill-line focused on water / storm abilities.
A Sea Serpent ultimate that would heal / buff allies but damage enemies would also be cool.
Just 3 skills and an Ulti maybe with a couple of passives, to add to your existing build.
I know it wouldn't really work lore-wise though, but we can always dream
I hope you don't judge me, but I would discriminate and hate on all Maormer players. Maormer are disgusting, evil and misguided. I won't go into detail. But if you consider Maormer as good or desireable, then you literally don't deserve to reside on Tamriel and should be sent to these god forsaken wastes of Pyandonea.
They openly admit, that their VERY EXISTENCE is exlusively to seek revenge against the Altmer and try to conquer Summerset, because it is so much better than their island. Sorry, but living in existence of hate, vengeance and envy can hardly be anyone's desire.
