ESO won't launch advising Steam 64.exe can't start because steam_api64.dll is missing?

Greetings, any help would be appreciated. I play on PC NA since beta. I don't launch or have my game connected to Steam. I arbitrarily received this message when attempting to log in last night. I have never had a problem launching my game through the ZOS launcher or the ESO. exe itself. I do not run any addons and prior to last night never had a problem launching the game. I tried to repair but ESO is claiming not enough disk space to "install". Anyone have any insights or solutions other than me uninstalling and reinstalling the game? My thanks!
