So i have my favorite character that is a magika based templar imperial. Before i had 33k magika and 19k health. No change in armor, fully repaired, no changes in champion points, now he is 31k magika and 14.5k health. Does anyone have an idea why that happened?

Hm, that would be a strange foodstuff - providing double the amount of health than magicka?

Well, another idea - your active skill bar/weapon - eventually the bonus comes from a weapon on one of those bars.
Or from a slotted skill - some passives just provide boni, when certain types of skills are slotted.

On occasions I have noticed a glitch on my own character where it seems to report stats without buff's / food applied, but other's see it applied fine. Not sure if its persistent or if you tried reapplying food but between that and logging out then in again gets the corrects stats showing for me again. May not be what you have, but could just be a UI glitch and could ask someone else to confirm your stats for you.

Delete any crown store potions/poisons/ or food you may have then reapply your food, should do the trick.

I reported this bug on the pts but surprise surprise it didnt get fixed

Are you running poisons on either of your weapons? If you apply your food buff on a bar with poisons equipped you will not get your entire buff. Though when I've had the issue it was less than 1k health missing so yours might be a different issue.

Hm, I wasn't aware that others can see my stats - how are they doing that?

That's cool and all, but theres a current bug where food buffs aren't applying properly, especially if you have poisons on your bar when you eat the food. That's why theres the suggestion to check your food buff.

I can check anyone's health by hovering over their character, very helpful in PVP, since I've got the bars set to display the health numbers and percentages in settings. I dont think there's a way to check magicka or stamina.

Yup, hover over someones name and it brings up those details. Just make sure in setting you set health bars to show % and number and you will see those details when you hover over someones names and vice versa. This is a option in the base game so no add-on required. There are of course add-ons which provide deeper level of information like S'rendarr which shows any active buffs such as food etc on players and enemies
