Can I activate or import my ESO that I bought on day 1 into Steam?

I played the game on day 1 waaay back in 2014 for a few months and thought I'd check back now. Unfortunately the game is over 50+ gigs according to the downloader and my internet has a monthly quota. Shooting off 50+ gigs this early in the month would not be wise. I have free downloads during the night between 2am and 8am, but the downloader is very primitive, doesn't allow any scheduling.

Since Steam downloads can be scheduled, I thought maybe I can import my old account into Steam, as if I purchased it there.

Is this possible?

    I bought a second account and linked my original to Steam, worst decision I ever made, the stand alone launcher is a lot better. If you download it through Steam it then opens up the original launcher and redownloads the game so in essence you will be downloading 150gb or this is how it used to be at least.
