Floating Shimmering Flora

Hi everyone,
I'm having some trouble with the flora in my game. Ever since this one of the patches in the Spring, many of the games plants and trees have been floating in the sky and shimmering as my character and camera move. It's extremely annoying and I can't stand playing it in this state, but I'm not sure what to do about it.

The flora move when I move the camera and are basically always in view. Any suggestions about how to fix this?

joshuakent27b14a_ESOSoul ShrivenUpdate: I've uninstalled the game and reinstalled it. Nothing has changed. All the plants and trees in the distance are hovering on my screen and flickering like crazy. Any ideas on how to fix this would be very appreciated.0
