I thought I should share this. This may not be a realistic thing for everyone to do, but I recently moved all of my game data onto a fast 2TB external drive and it's globally improved the performance of my PS4. ESO is still a little choppy, but it's softened a lot of the performance choke points. It's definitely improved the load times and asset pop-in.
