What was the main reason that ZoS made the bleed damage to ignore resistances?

Back in the time, bleed was bad and it wasnt able to proc on undead targets or on a damage shield. Then ZoS changed it but why they decided that it should ignore the resistances? I dont say that it is really bad thing but why? Can anyone remind me?

    Typically, there will be counters to every defensive mechanic. Bleeds are the counter to high resistance, block utilizing builds specifically.

    While I think verisimilitude only goes so far in a fantasy game, there may be the concept that bleeding implies you have pierced through any armor or resistances and done damage directly to the enemy's body.

    The counter of resistances is the penetration. The counters of block are all dots and AoEs except the stamina ones which are blockable.

    Anyway I thought that any of the devs mentioned in the past why this change was made. I just cannot remember.

    Bleeds are melee based. Meaning you have to be right on the target to proc them. Don't see the big deal honestly.
