That makes no sense. You can delete the vo_de and vo_fr folders and run the English version just fine. I assume it works the same for other languages, but I've never tried.
This is a waste of bandwidth for both ZOS and the user. Just prompt us which language we want to use and save us all some bandwidth.
Maybe because the game is available in several languages and they want people to have access to those right away after a download - not make a large portion of the playerbase download sound files separately because a number of the English speaking playerbase object to the existence of other languages.
(Basing that on the fact you think that your own language is the "base game" one and that others are "extra" btw).

I don't like how you make this out to be an English language superiority thing. It is just about downloading files that you don't need. Why does someone need sound files for a language they don't speak? If it is a problem with coding or all game build need to be identical for everyone then fine. If that isn't the case it is just taking up space and bandwith to constantly download those files. It isn't about English being the "base" language. For a French speaker that only uses the French voiceovers then French is their "base" files. Let us choose if it is possible.
20 GB really isn't that much by todays standard.
