Why does the game download 20+ GB of voiceovers most people won't use?

Why does it download English, German, and French voiceovers when the massive majority of people will only ever use 1? These are not small files. Many people are on slow and/or limited connections making it a pain to download files that aren't even required to run the game(Go ahead, delete the voiceovers you don't use -- the game will run fine.)

    That makes no sense. You can delete the vo_de and vo_fr folders and run the English version just fine. I assume it works the same for other languages, but I've never tried.
    This is a waste of bandwidth for both ZOS and the user. Just prompt us which language we want to use and save us all some bandwidth.

    Actually when you delete those files they will come back next time you launch. They tend to stealth download. Everyone's main game build must be there same or future patches may cause issues.

    Maybe because the game is available in several languages and they want people to have access to those right away after a download - not make a large portion of the playerbase download sound files separately because a number of the English speaking playerbase object to the existence of other languages.

    (Basing that on the fact you think that your own language is the "base game" one and that others are "extra" btw).

    This was brought up before and I think it was a Steam thing? Well, I personally only ever had ONE vo folder, the one the game actually uses, so if I wanted to change the language, I'd have to download the files seperatly. So for the regular launcher (not Steam) there is only one vo downloaded, the same language that's set in the launcher.

    I only have had one folder ("vo_en") from the beginning and never deleted any folders.

    I use the default launcher and not Steam.

    Can anyone else verify if the "multiple voiceover folders" are a Steam quirk?

    I don't like how you make this out to be an English language superiority thing. It is just about downloading files that you don't need. Why does someone need sound files for a language they don't speak? If it is a problem with coding or all game build need to be identical for everyone then fine. If that isn't the case it is just taking up space and bandwith to constantly download those files. It isn't about English being the "base" language. For a French speaker that only uses the French voiceovers then French is their "base" files. Let us choose if it is possible.

    My apologies if that wasn't the intention - a lot of the time such questions are down to "why doesn't everyone speak English?" concerns - sorry if I misjudged :)

    There are many reasons not to use Steam for games like this. The excess vo files and auto redownloading is just one. I just verified that my stand alone game has just one language folder, vo_en.

    Wasn't that long ago I had multi Tb mechanical hard drives, but I've gone full SSD these days and am not so wealthy that price isn't an issue, so I have to be a bit more careful than I used to be. I do understand the concerns. It's not just storage, it's also downloading it all.
