2-Handed Weapons and Upgrading

With the change in Summerset, allowing for 2 handed weapons and staves to count for 2 pieces of a set, I believe that there is a built-in advantage for characters who utilize those weapons, mostly in the form of upgrade costs. Upgrading a lightning staff for example only takes 8 Rosin to make it Legendary, but counts as two pieces of the set, whereas somebody upgrading daggers has to spend 16 Tempering Alloys to upgrade their weapons for the same 2 pieces of the set. When staves and 2-handed weapons only counted as 1 piece of the set, this made sense, but now that they count as 2 pieces, I believe that the cost to upgrade these weapons should be doubled (so instead of 2-3-4-8 to upgrade, it should be 4-6-8-16)

Duel Wield and Sword & Board have the advantage of using separate traits, however.

You’re locked into one trait on all other weapons.

And enchantments. Would you also argue for the effects of traits and enchantments to be doubled, too?

I thought about this too, but came to the same conclusion that the benefit of having 2 (halved) traits and 2 enchantments for the lifetime of the weapon offsets the one time investment improvement cost.
