Veteran Hel Ra Citadel - Yokeda Rok’dun: Welwa respawns after boss dies

When: 2nd Boss, left side, Yokeda Rok’dun is killed.
Everytime?: Alot of the time, almost everytime.
What happens: Yokeda Rok’dun dies and all of his Welwa mobs despawn/disappear. Then a fresh 100% health Welwa spawns and keeps the group in combat forcing them to kill it if they haven't already opened the gate.
What is meant to happen: Yokeda Rok’dun dies. Group opens gate and prays they can get through the final door.
Since when has this been happening: Since Morrowind(?) launch.
