The change appears to be an affort to comply with Dutch gambling regulations says PC GAMER.

I think they will have to pay for current box in order to see what's in next box.

So how's it gonna affect ESO?

    Well it donest change anything just that you know that you'll get a good item and you arent as exited about it. They will still buy box after box till they get what they want.
    And more or less we can all see whats inside the boxes

    This changes absolutely nothing.

    Whether the contents of the box are revealed before or after the purchase is completely irrelevant.

    If its random and not fixed order like the daily rewards you will look to see if you get something nice on logon.
    However seeing that you only get junk is kind of discouraging.
    Grinding just make you go in circles.
    Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
