✭While this is some option, you don't need Summerset or some loading in and out the housings, to quickly lvl WW.
There is a place in Alik'r Desert with a lot of goats with very fast respawn rate.
It's an oasis close to Myrkwasa Dolmen - just head from Goat's Head Oasis Wayshrine down (south-west) to Skyshard (Shedding shame in the oasis), keep close to the lake. Very fast levelling to WW 10 (5 ww exp points per single goat)

no idea about goat respawn rate there0
