Ultimate Abilities - Add effects as the Ultimate builds up

After watching ESO Live I thought more about ultimate abilities, and whilst I like the change to incap (I think the number should be higher) I thought that all the other ultimates should work like that. I'm not asking for a nerf to ultimates, far from it. I want to see them stronger with more uses. It will give the player more options in a fight, do I hold off on using my ultimate or do I use it sooner but miss out on such and such effect. Here's a few I thought of...

RESTORATION STAFF ULTIMATE - Lights Champion
At 125 Ultimate
Release the rejuvenating energies of your staff to swirl around you, healing you or an ally for 1027 Health every 1 second for 5 seconds.
Any friendly target you heal gains Major Force and Major Protection for 5 seconds, increasing their Critical Damage by 15% and reducing their damage taken by 30%
At 500 Ultimate
Any friendly target you heal gains Minor Courage for 30 seconds increasing weapon and spell damage by 125

TEMPLAR AEDRIC SPEAR ULTIMATE - Empowering Sweep
At 75 Ultimate
Swing your Aedric spear around with holy vengeance, dealing 825 Magic Damage to all nearby enemies and additional 414 Magic Damage every 2 seconds for 6 seconds.

Also reduces damage deal to you by 15% for 10 seconds, plus an additional 4% for each enemy hit.

At 500 ultimate
For 10 seconds after casting Empowering Sweep at 500 ultimate increase your damage done to players under 50% health by 20%

Obviously the above are just an example, but I really think giving people more of an incentive to hold their ultimates and use them at the right time will make some of the less used ultimates a lot more viable in PVE and PVP.

    I remember when incap ult gained power depending on how much more ult you had than the base cost
