Minor Berserk and Major Brutality not always working together

Minor berserk was being applied from Relentless Focus, Major Brutality from a tri-pot (water, dragon, blessed, worm) and a stam-based food was active.
What seemed to be happening was minor berserk would get applied, but major brutality was not, or at least NOT consistently. Have buff meters, so I could see both were up. DPS to chat log was up, and was mid 40's 1-shot w/o buffs (snipe from sneak mind you, on a clockwork dummy x1 shot then stop until back in stealth, repeat). Upper 40's with minor berserk. And low 50's WHEN major brutality was being applied w/ minor berserk. Then it quit adding major brutality with subsequent pots and stealth resets.
Considering how expensive it can get making those specific pots, having major brutality being ignored hurts all around. And it was definitely omitting the extra damage that should have been there from major brutality buff, as all of a sudden it would drop back to the upper 40's and stay there, but low 50's consistently when both buffs were added to the mix. And to be clear, all of this was crit damage from sneak. The meter was the same for each attack level i.e. unbuffed, same number 100% of the time, minor berserk, same number 100% of the time, etc. When major brutality wasn't being being applied correctly, it gave a lower but same number all the time. When it was applied, the higher number was the same each attempt.
