It makes it sound as if a small minority cannot log in.

Yep, me too. I've been very tempted to just give up on the EU server and start all over again on the NA server. But the only reason I don't, is the fact that none of my DLC (like the Dark Brotherhood) will be available on the other server and there's NO WAY I'm paying for it again!1 -
