Character system

The original elder scroll pc game 1-5 (well, 6 is coming next year) in the last 20 years dont have any specific character for player to choose. It give player a open option that allow anyone to pick any skills and spells they would like to specialise.

Why ESO cant be designed in the same way?

Currently, we have five characters to choose and 15 skill lines in total.
What if the game allow player to pick any three skill lines out of 15 and build their own.unique character, we wont have any balancing issue and it can make the game far more interesting than what we have now.

Any thoughts?

People would test to find the most effective dps/tank/healer builds and everyone who likes to min/max would be a clone of each other

It was to create some diversity. And the ESO battle system is like ten times more advanced than previous games. Going back to Skyrim, it's so much point and shooting.

I have no idea what ES6 is going to look like, but I suspect that it will have a skills system closer to ESO than previous games. I bet we get the class system there too.

Bethesda will not be focusing on Elder Scrolls VI until Starfield is released. Both of those games do not have a release date yet.

Elder Scrolls VI will not come out next year(2019). Most current speculation is sometime in the early 2020s.

I know this doesn't speak to your point at all, but there is literally a 0% chance that 6 is coming out next year. Starfield probably isn't even coming out next year. I wouldn't be surprised by a 2025 or later release year for ES6.

But also, and more to your point, the simple answer is because this is an MMO, and not a single-player Elder Scrolls game. They're just different. They have to be, because that's how these different types of games work. Your idea is comparable to playing Legends (the card game) and arguing "I should be able to play in first-person, like Skyrim!" when in fact that makes no sense, because even though it's also an "Elder Scrolls" game, it is simply different and in some ways, they just aren't comparable.

I'd love a classless system. With a lot of skill lines to acquire. But this game was made to be familiar for both TES game and other MMORPG players. That's a design choice, and this is fine.
