Blade of Woe bug, unable to use after acquisition [Solution]

I would like to bring attention to a rare bug that I came across when doing the early Dark Brotherhood questline, specifically immediately after you acquire the Dark Brotherhood skill tree.
How it happened:
While doing the quest chain early in the Dark Brotherhood, you end up inside a lighthouse-like tower with a Dark Brotherhood NPC in one chair, and a dead woman with daggers in her chest in the other. After discussing some details with the Dark Brotherhood member, he wants you to sneak into a militia building, sneak into a secret cellar, and then follow the hallways into a waterway where your assassination target is. But first, he gives you the Blade of Woe. Afterwards, you are granted the ability to assassinate humanoid NPCs by getting a button prompt after sneaking behind them. I did not get the Blade of Woe from the NPC and I continued with the quest accordingly, wondering why I wasn't able to assassinate anybody. I completed the quest by murdering the assassination target with spells and regular combat. After completing the quest, the woman inside the lighthouse is gone, the NPC is gone, the Blade of Woe is gone, and there is no way to back-track through the quest chain to reacquire it.
The solution:
It appears that even though I had the passive for the Blade of Woe synergy, I was unable to preform it no matter what fix I tried.
The failed solutions included dying, exiting the game, repairing the client, leveling the DB skill tree to level 2, wait a few days, etc.
The only fix I didn't try was suggested by the support team (to whom I am very grateful for) after I put a ticket in: resetting my skills at a shrine. That was literally it, I reset the skills and the bug was fixed immediately afterwards. Didn't even reallocate my points and I just walked over to the nearest npc and assassinated them.
I do not know how rare this bug is, but I tried to replicate it with 3 more characters and couldn't do it. That being said, I have no idea what caused the bug to happened.
But hey, there is a confirmed workaround if it ever happens to you.
tl;dr - [SOLUTION] If you can't assassinate targets after getting the Blade of Woe passive, go to a shrine to reset your skills.
