It sometimes feels like the more obscure a topic is the more times it appears!

I belive he reference to Morte from Planescape Torment, planar traveler in form of skull thats have some obscure knowelege, besides David Cook the lead designer on the Planescape campaign setting is current writer for ESO.

It's the first thing I thought of, the second was Planescape. Truthfully, I just ran around and didn't even listen to the voice after the first few rifts. I found the whole quest/process tedious and a timesink. Nothing I hate more in a game than a timesink to slow people down.
