Hulking draugr necklace?

I've done 20+ runs of vet Direfrost keep and not one Hulking draugr necklace has dropped for anyone. Bugged? Also why are resto Hulking draugr staves a thing?

    Got mine 3-4 run out of a simple chest with passive.

    I have 2 necklaces. They both dropped on Vet mode.

    Still waiting for a bow...... if they exist.

    First chest I opened in Direfrost had one.

    Yeah, I've got the bow. Can't get the neck. I have seen the neck drop, though.

    I did 123 runs to get Skoria helm long time ago...

    Its so rare. Hulkinh dreugr is my favorite stam set and it doesnt drop often. I used it for my tank and farmed it for months and never got the purple necklace drop. Good thing i bought the golden necklace from the golden Merchant in pvp a while back when it was on sale >:)
