I don't stack stamina and WPD on werewolf , only noobs do that .
My point is that the heal scales too much with max health and it will be 100000% nerfed before it goes live , and we all know how ZO$ handle the nerfes.

This is exactly how the current timer works, only when you’re taking damage. And Devour is now a channel rather than a cast time ability. You’re supposed to be rampaging and constantly killing things. They specifically discussed the reasoning in the notes.

Not quite. Right now, bloodrage's recovery matches it's cool down. So if you're constantly taking damage it will stall out. If that 2/4 on a 5s cooldown stays, it will still seriously limit their use in PvE. Now if it's 3s/6s on a 5s cooldown, that would give wolves a much stronger incentive to chain through enemies in combat rather than stopping for a snack every 10s.

This is a now things. 1 year ago the “vision” wasn’t even a thing.
Just make it both with the same cooldown.

2: Hircine’s Bounty: This ability and its morphs now heal based on your Max Health; Hircine’s Bounty and Hircine’s Rage heal for 45% of your Max Health, while Hircine’s Fortitude heal for 60% of your Max Health. this is completely broken , they need to revrse this IDIOTIC change.
Because PvErs QQ that WW suck in PVE , now WW will be average in PVE and trash in PVP .
