Steam Launcher Does Not Work, 7/8/18

My launch app thru steam(PC) no longer functions. Fortunately, I know how to access the .exe file and play the game, but is there any word or discussion about why this is till happening, or why, after every single patch or update, the Steam launcher fails for an indefinite time?
