Magicka Controller Passive is broken

I was rebuilding my dk from scratch, and noticed that my max magicka was not changing when I added a second mages guild ability. I made sure 2 points were in the passive, I had my inner light already on the bar. When I added Meteor, or scalding, my max magicka stayed the same, and did not get the 2 percent bonus. It was giving the magicka recovery though. Anyone else? I have not reported it, but did get a confirmation from a guild mate who confirmed the same problem.

✭I have noticed this too last night, I was slotting meteor and was not getting the max magicka increase from mage's guild.2
