Monk item thief guild

I have a question or issue when u ask the silent remain in thief guilds u can get a monk dress now I have play a lot since 2015 and when I use it is it for hiding me for the guards for some reason but why does some players hitting me? So of course the I lost my monk disguise and get a guard after me I hate it really. Common why do this it's annoying and above all not really nice for now on I keep everyone in mind who do this.
ZOS the monk disguise is not very useful if people do thiis constantly and as far as I know I have no enemy's.

Players shouldn't be able to hit you unless you are dueling or in Cyrodil as far as I know. If you are in a PVE zone, you shouldn't be able to be attacked from other players. The robe will disappear if you are caught doing a crime, so you still have to be sneaky if you are stealing. If you are being attacked by other NPC's, you do have to be hidden from them before you put the robe on or they will continue to attack you. I use the robe all the time and haven't had any issues. If I'm misunderstanding something, I apologize.
