ZOS, when you allowed everyone into BGs did you upgrade the severs?

This is an honest question. I've noticed serious lag, at certain times, in BGs that was never there when it was locked behind the Morrowind paywall (less people playing BGs). When you made it open to all--which I'm cool with--did you upgrade the hardware to handle these additional people. Because it sure doesn't seem like it.
