Racial Passive Balancing

Let's discuss, probably for the 1000th time balancing racial passives - here are my suggestions. Sorry, not sorry, for the long wall of text, but I think making some small improvements in passives would actually balance the races if such a thing is even possible. Anyway I might be wrong, but here is my opinion on the matter. Some don't change, but most only get subtle changes.

Honestly, people act like racial passives are the end-all-be-all of a build, but they’re really such a minuscule element of a character build that it probably isn’t worth the time it would take to balance them.

Like, the value of balancing racial passives is inversely proportional to the value of the time it took to write that wall of text.

The Imperial Red Diamond rework you propose is straight up broken. If your health never went below 100% (due to shields or heals) your guaranteed a magicka or stamina proc. 6% of your max pool is insanely strong considering you see 40k+ stamina or even 60k+ magicka builds. Its rare to see 35k+ health builds to get any decent value from this passive. You could basically Jab spam for infinite resources since this passive has no cooldown even though its 10% chance.

I myself have been advocating for Imperials racial passive Red Diamond to get reworked but this is not the way to go in my opinion.

Red Diamond should just mimic Adrenaline Rush in functionality.

At the moment the only passive that may be over-performing is the Argonion potion passive.

Yeah that makes sense. I wasn't sure and in retrospect it is ridiculous.

kinda like the Breton, but I'd give the Dark elf a 4 percent magic damage too, and leave High elf as the elemental mage race while Breton could be the pure magic mage and the dark elf as the inbetween, but before this I'd introduce a pure magic staff or wep

Don't you think that choosing your race should feel like a more important decision then? I personally think that racials should alter the ways in which you play the game - thus making choosing a race more important than simply a stat sheet booster.

If this was a single player game? Yes. In an MMO? Nah. Too many spreadsheet toting min/maxers out there looking to exclude players from group content based on a 5% difference in dps that cannot be changed after character creation.

One that I agree with and have wanted for a while is the giving Bretons a plus to magic damage. I don't think they should get that and Magicka recovery. They already get the 3% magicka cost reduction instead. Currently no race gets a passive boost to magic damage, and I feel Bretons would be the ones it'd make sense on. I also agree with Wood Elves getting a boost to poison damage. Some of the changes to Orcs, and Imperials would be OP. The khajiit need to be re-worked totally IMO. I could see the Nords getting frost damage boost as well. I can see more people using Nords for certain builds. I also feel like the Argonians could use a boost of their max magicka. Make it jump to at LEAST 6%, even if that's at the expense of the resourcefulness thingy being nerfed by a tad.

The Khajiit need an Attribute bonus, since they are the only race in the game without an Attribute bonus, get rid of the Health recovery and give them more Health Attribute..
