Removes lot of character creation things like mustaches etc. I don´t have time to name them all because there are so many things. Found this out with few of my 8 characters.

    Makeup is labelled as facial hair. Pretty sure, anyways.

    Nope, but these are "lashes" and all lashes are facial hair so yes this would remove that.
    You can combine makeup and these lashes.
