Gifting Starter Pack, Adept

Why isn't it giftable? It seems like one of the most obvious no-brainer gift items in the entire store for a starting player, but the option isn't available for some reason.

Probably because you can only buy it once per account and if the person you gifted to already has it you are stuck with it until you can re-gift it.

That's my guess anyway.

I thought that as well, but I can't even gift it to my own mule account. Very odd.
