Eso plus and Steam

I wasn't sure where to open this discussion so opened here. My question is i bought this game on steam and been playing on it since 2016. But i formated my pc couple days ago and downloaded eso from it's own site. My question is can i still buy eso plus through steam(I even didn't downloaded steam yet.) and get eso+ from non steam launcer? Steam have localized price and it's %50 cheaper than zos prices(i have to buy with euro on their site) In case you were wondering why i want to buy eso+ on steam.

If you purchased ESO Plus from Steam, you will need to either renew your membership through Steam, or wait until it expires and then purchase it again from the ESO website.

You are unable to purchase an ESO Plus membership from the official ESO wesbite while a Steam-purchased ESO Plus membership is active.

If you purchased the game from steam how do you switch if to not have to play through steam as they don't give us the password to login to the game with out steam??

Therefore how can we purchase the renewal from ESO directly??

I bought morrowind+base game from website while it was cheap because there where lot of issues with steam login. So two birds with one stone.
