This is likely to be a problem at your end, relating to your Java installation. As a starting point you might like to check out this link or otherwise google the error message you're getting.

I have updated Java...I have uninstalled java and reinstalled....I have done all this on both browsers I have (Chrome/IE). I am on a Windows 10 machine.

It's still mostly likely on your end.
I'm not saying you are the only person getting the issue/error. However if this was a widespread issue, or a server problem many people would be getting it and posting about it and it would be a much higher priority, and it would even probably show up in the patch notes on fixed issues eventually.
I know for awhile every patch no matter the size I had to fully remove and reinstall the game and then download all the patches again. I found I had to run the game as Admin every single time.

And how does "live and learn" apply to this? Not like it's his fault, you shouldn't have to be a computer tech to get games to work

No no ant-virus. Just windows defender. I tried allowing it through the firewall still no go
He posted the same in the "year old thread", which, according to the replies in there, had a workable workaround, albeit a bit... let's say unelegant.
Instead of trying that, he opens a new thread with the same stuff.
FWIW, it seems the installer for ESO is java based, as the workaround is to manually extract the launcher from the installer package and start from there, instead of just double clicking.

Seems like a round about way to go instead of...I dont Know...The Installer working as it should when I run the .exe from the official Elder Scrolls Online site. I dont want a work around. I want a fix.
If you're using an Nvidia card then try different drivers, there seems to be a conflict between some drivers and Java If you have the option, you could also try rolling back Windows 10 to Windows 7 or 8.1 as it seems to be an issue affecting Windows 10 users. Depending on when you bought the game and how you linked it to Steam you may also be able to run it direct from the ZOS installation rather than through Steam - assuming you're using Steam of course.
