Issues with connectivity/ping at specific times?

My boyfriend keeps getting really high ping and DCs at particular hours on PC EU (he keeps running into this problem during the primetime here). It is really frustrating him, as we are both in an endgame core team, and player connectivity was never an issue up until this last week or two 
I noticed issues too, with smaller ping spikes and really drawn out loading screens. I wish to hear Zenimax at least acknowledge that this problem exists, if not giving a solution. It is really challenging to want to continue to pay the monthly subscription, when we are being held back from doing content without disconnects (this is happening particularly in veteran cloudrest+3, but the ping persists outside of trials too).
