Summerset meant to be played on 4k or 1080?

It seems to run smother on 4k, but my PS4 pro fan is constantly overworked and loud for 4k.
Once I turned it back to 1080 the PS4 pro seem to cope better no loud fans running, but the game keeps lagging and freezing every second.
ZOS is summerset meant to be played on 4k or 1080? Does it have to scale down to 1080 that’s why the freezes?
