Provide a Launcher Download Link?

Does anyone have a link to just the launcher? I can't update client and there is no launcher. Not the Steam version.

TE5LA✭✭✭I may have solved this. I downloaded the Setup.exe and extracted all the files and poked around until I found the launcher and its other files and copied them all to the root of my ESO game folder. There were no files there at all previously, just some folders.
I think it is patching.0
