On top of that all CP160 rings/necks I decon seem to give the same value of inspiration, white, green, blue, purple, gold. Surely a gold item should be >>> than a white.

To illustrate (numbers are totally fictional here!):
At JC level you get a max of 100 inspiration per item. If a white ring is worth 50 inspiration you get 50 inspiration. If you take a cp160 item that might be worth 10k inspiration you only get the cap, which is 100 at JC level 1 (again, those values are made up!).
So deconning a cp160 item will be capped off for a long time. Since pretty much all of us only get cp160 items you can´t really do much about it. At around JC 40 you will probably see that white/green/blue etc. give different values (because you don´t reach the cap anymore), but until then a lot of inspiration goes to waste.
Don´t ask me for a source, there was a very good article by some player but I can´t find that anymore.
