...without your steam-bought ESO+ or summerset. it also doesn't work if you bought eso after dec 2016- that's when they introduced some new "functionality".
what did you expect, a real fix? i ain't zos.
1) NAVIGATE TO YOUR ESO INSTALL & open eso64.exe
C:\{YOUR STEAM INSTALL HERE}\steamapps\common\Zenimax Online\The Elder Scrolls Online\game\client\eso64.exe
2) YOU SHOULD HAVE THIS SCREEN, write your credentials
3) GO YOUR EMAIL & get the code & type it in
4) LOG IN
congrats you're in the game but you're still pissed off cause you don't get to use your ESO+ or summerset if you bought them on steam
at least you can do writs, raid, daily logins, get your crated disappointment, play with your colors or whatever
i wish i thought of this yesterday, i missed a daily login AND a day of writs. do you know how important a day of writs is?!... eh, probably not THAAT important...

I understand it is annoying
here are some approaches you could take:
1. Check your graphics driver whether it is updated to the latest version or not
2. Disable or logoff discord and other software that run in background but used lots of resources (antivirus?)
3. Disable out of date add ons
4. Update windows to the latest patch
5. Reset BIOS settings to default
6. Check your internet connection whether it is stable/steady or not (especially the ping)
7. Click the settings logo in the launcher window and try to click the “game consultant”. This mini software will run an analysis of your rig. https://help.elderscrollsonline.com/app/answers/detail/a_id/37687/kw/~any~
Basically you need to do a trial and error approach step by step to understand the root cause problem.
