I don't want to pick a race for min max reasons, but I want one where it will 'feel' like I am playing a crusader.
Any thoughts?

By "leveling" do you mean playing the game normally, doing quests, delves, battlegrounds or pvp until you reach level 50? Or do you mean leveling up as quickly as possible via grinding mobs?
If grinding, always use AOE abilities, ideally either class abilities like jabs, destro staff for magicka (wall of elements, etc) or dual wield for stam build (steel tornado). In order to level up your S&B at the same time, simply keep adding the S&B abilities on your bar while using AOE weapons to earn XP fast.
If you will be simply doing quests and delves, your build really doesn't matter too much, any weapons, any gear and any skills will be fine. For battlegrounds or PVP, you need to figure out a more specific pvp build, which can include S&B of course. If you want to level up doing 4-man normal dungeons, choose either tank role with S&B or dps role without S&B (but could have S&B skills on the bar)

Leveling with a s&b is also a little slower than leveling with higher dps gear. I also think there is value in trying every type of weapon. You will understand skills other people in PvP or in your raid group might be running. You will recognize the same skills when enemies use them. If you want your paladin to feel like a paladin, you can spin using other gear this way.

Thanks for the information. My aim is not to get to max level asap, but to enjoy the questing and world exploration.

Build I currently run is sword and board on the first bar with Puncturing sweep, Vampires Bane, Channeled Focus, Breath of Life, and Puncture. I have a resto backbar but it's flexible enough to where you can run whatever you like, but that basic template is a good setup that'll get you through the entire game.
