Confusing Message in a Bottle Achievement

Is this supposed to be related to the Achievement? Cause I've looted three of these bottles so far and all of them gave me the waterlogged Trash note that doesn't do anything. Is this Sailor's message supposed to be a random chance drop so you just have to keep finding bottles until you get it?

Hidden achievement and you have to keep picking them up until you get an actual note. I think it just takes one.

I got a few... I think four, readable pages before I got my achievement. Lots of soggy garbage.
