Are Racial passives bugged after Summerset?

I leveled up a new character post Summerset which happened to be a Nord and noticed when I first unlocked the Racial skills that Nord was showing 7% max Stamina and 10% max Health which is up from the old 6% Stam and 9% Health. At first I was like yay they finally buffed Nord even if it was barely a buff but then I checked again after leveling more and now it's showing 6% Stam and 10% health. Visual bug?

All I got from this...YOU MADE A NORD!!!

I mean sorry dude, but it doesn't really matter if nords are bugged or not. I'd rather have no passives at all, than nord passives.

Probably more like imprecise calculation. It'like the NB passives giving 2% per shadow ability equipped. Currently slotted : 2 = 5%

Nord stamdens and stamblades rock in PvP. Not sure what your comment is all about.
