Go to where you have installed the game. Example : C:\Program Files (x86)\Steam\steamapps\common\Zenimax Online\The Elder Scrolls Online\game\client
and launch either eso or eso64 from that folder.
No need for steam if you have issues with it.

I bought the Steam version late 2017 and it works for me.

I bought the Steam version late 2017 and it works for me.
Did you link it to Steam or did you actually buy it from the Steam store in 2017? I know from personal experience that anyone that bought if from the F2P weekend in November of 2016 going forward can't launch it properly outside of Steam. I myself spent several months back and forth between Steam and ZOS trying to get my account moved to a standard account and was denied.
