Does it restore resources only to the ally triggering the synergy or to "nearby allies"? If the latter, what is the radius of "nearby"?
I ask because the tooltip for Bone Shield seems like it only applies to the ally activating the synergy but I see all nearby allies receiving the buff/shield.

I believe bone shield actually says that goes on to nearby allies. In fact it goes on pets too or npc allies.1
